Mail-in voters will decide council seat winner

OCEANSIDE — Mail-in voters will have the final say in who wins the close race for the open City Council seat in the June 8 special election. The race proved too close to call, even after all 78 precincts were counted.
Charles “Chuck” Lowery led Lloyd Prosser by 134 votes in the initial tally, but mail-in votes continue to be counted daily and have shrunk and stretched Lowery’s lead. As of 3:32 p.m. June 15, Lowery still led by 9,695 votes to Prosser’s 9,610 votes. The slim 85-vote lead has both candidates’ camps keeping an eye on daily tallies.
It can take up to three weeks after election day for all votes to be counted and verified. This allows enough time to secure a verified final vote count before the swearing in ceremony July 6. Either candidate needs just one more vote than his opponent to win the council seat.
