More support for at-grade railroad crossings in Encinitas

Doug Dixon definitely has the right idea — we need at-grade railroad crossings with appropriate signals instead of expensive undercrossings. Unfortunately, the PUC has consistently denied requests for such facilities, even though the NCTD somehow got away with installing them at its Sorrento Valley, Encinitas, Poinsettia and Carlsbad Village stations, where they work quite safely.
