City names new assistant manager

DEL MAR — Mark Delin was recently named assistant city manager for Del Mar. He replaces Joe Hoefgen, who resigned last June to become city manager for Palos Verdes Estates near Long Beach.

Originally from the Chicago area, Delin earned a bachelor’s degree in agriculture from the University of Illinois at Urbana-Champaign, a master’s in plant and soil science from Southern Illinois University Carbondale and an MBA from the University of Missouri-Columbia.

He began his career in the Missouri Natural Resources Department as a grant administrator, construction project manager of abandoned mine land reclamation projects and solid waste planner. Delin moved to California to work as a solid waste planner for Ventura County. In 1999, he relocated to San Diego for a position with the County Water Authority, where he was eventually named financial services manager.

“(Mark) has a great deal of expertise that will be very beneficial to us in moving our projects ahead,” City Manager Karen Brust said.

As assistant city manager, Delin will oversee the budget, human resources, risk management, grants and economic development. “My goals are to find ways to implement the programs desired by the council and citizens in a cost-effective and affordable manner,” Delin said.

“I’m very, very excited to be here. Del Mar is a beautiful city, and I love your commitment to preserving the quality of life and the environment. And I’m really honored to be selected,” Delin said.

He and his wife, April, have two sons, 9 and 12.
