Fairgrounds readies Environmental Impact Report on master plan

DEL MAR — An Environmental Impact Report, or EIR, relating to the master plan of the fairgrounds will be ready for review sometime in March, General Manager Tim Fennell said during the Feb. 13 meeting of the 22nd District Agricultural Assn. (San Diego County Fairground)

The EIR will cover all the comments and suggestions made during public meetings when a district committee headed by Bob Vice initiated future planning in 1998. Regular meetings with community organizations, the city and county of San Diego and other interested parties have been held since 2000.

Barry Nussbaum, current master plan chairman, said originally there were 65 major construction projects including the relocation of the fire station. A resort complex would be built on the fire station site. Cost of the projects being considered was in excess of $245 million.

Other agenda items at the meeting included a report on the installation of a new high-density polyethylene main sewer line beneath the San Dieguito River that will replace a 28-year-old steel pipe that has required repairs. The project is expected to cost $1 million and will include a pipe within a pipe to guard against a sewage spill into the river by using a leak monitoring system. The installation will be done in the spring.

Vice President Kelly Burt of Poway, who was appointed to the board in 2005, was elected president succeeding Russ Peniman of Rancho Santa Fe during annual elections. Doug Barnhart , also of Poway, was elected vice president. Fennell was reappointed general manager/secretary-treasurer.

An application for a permit to build a roof over the horse show arena will be on the March agenda of the State Coastal Commission according to Becky Bartling, deputy general manager who is overseeing the project.

Katie Phillips, fair exhibits manager, reported the Del Mar Classic Junior Amateur Horse Show has been expanded to include exhibitors from throughout the state. Prize money will be offered for the first time.

Pelly’s Mini Golf Center, a year-round feature sponsored by the District, is now open and has proven to be extremely popular, Fennell said. There were more than 1,500 rounds played the first weekend. The center consists of two 18-hole mini golf courses with a marine theme.

Directors also approved grandstand entertainment that will appear during the June 14 through July 6 County Fair. Steel Pulse, reggae, will perform June 14; Earth, Wind & Fire, will repeat June 20; and Tye Tribbett, gospel, is booked for June 28.
