Work consists of the construction of pedestrian improvements on Saxony Rd. between Seacrest Way and Saxony Lane. Work includes the construction of concrete sidewalk and pedestrian ramps, concrete masonry block retaining walls, pedestrian stairs and handrailings, curb and gutter, traffic control signs and striping, Contractor installation of City-provided sign poles and solar signage, and the restoration of existing improvements. The Work shall be completed within 30 Working Days. ENGINEER’S COST ESTIMATE: The Engineer’s Estimate is: $84,000. The contract for this project will be awarded upon the lowest responsive and responsible bidder. OBTAINING BID PACKAGE: Bid Packages may be obtained after March 22, 2016 at the Engineering Department front service counter at 505 South Vulcan Ave., Encinitas, CA 92024, at a non-refundable cost of $50.00 per set. WAGE RATES: This is a prevailing wage project, and prevailing wage rates for this locality and project as determined by the Director of the California Department of Industrial Relations apply, pursuant to labor code section 1770, et. Seq. A copy of the prevailing wage rates shall be posted on the job site by the contractor. The prime contractor shall be responsible for ensuring compliance with all applicable provisions of the Labor Code, including, but not limited to, section 1777.5. Contractor shall also comply with sections 4100 et seq. of the Public Contracts Code (“Subletting and Subcontracting Fair Practices Act) in all respects. The City is the “duly authorized officer” for the purposes of sections 4107 and 4107.5 . The Contractor shall be required to pay wages not less often once a week. Pursuant to Division 2, Part 7, Chapter 7, Article 2 of the Labor Code of the State of California or local laws thereto applicable, the City of Encinitas has obtained the general prevailing rates for legal holiday and overtime work in the locality in which this type work is to be performed for each craft, classification, or type of worker needed to execute contracts for public works. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Subject to exceptions as set forth in Labor Code section 1771.1, contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined by statute, unless it is currently registered and qualified to perform work pursuant to Labor Code Section 1725.5. NOTICE OF AVAILABILITY FOR PUBLIC REVIEW CITY OF ENCINITAS Draft FY2016-17 Action Plan For Housing and Community Development Activities The draft FY2016-17 Action Plan is available for public review from March 18 through April 18, 2016. The Action Plan describes the intended use of federal Community Development Block Grant (CDBG) funds for Fiscal Year (FY) 2016-17 (July 1, 2016 – June 30, 2017). The annual Action Plan implements the City of Encinitas FY2015-20 Consolidated Plan. The Consolidated Plan identifies the housing and community development needs, strategies and proposed implementation actions for the five-year period. The FY2015-20 Consolidated Plan was approved by the City Council on April 22, 2015. The City of Encinitas anticipates allocating approximately $279,748 of CDBG funds for FY2016-17. The City Council will hold a public hearing on Wednesday, April 20, 2016, at 6:00 p.m. at City Hall Council Chambers, 505 S. SAN ELIJO JOINT POWERS AUTHORITY LEGAL NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION AND COMMENT PERIOD Public Review Period: March 17, 2016 to April 18, 2016. Notice is hereby given that a 30-day public review and comment period has been established pursuant to the California Environmental Quality Act (CEQA) for a draft Mitigated Negative Declaration, which has been prepared for the proposed project as identified below. Project Name: Recycled Water Pipeline and Facility Upgrades Applicant: San Elijo Joint Powers Authority (SEJPA) Location: The proposed project is located throughout the City of Encinitas in San Diego County, California within existing right-of-ways (ROWs) for roadways and Caltrans, designated recreational trails, and the San Elijo Water Reclamation Facility (SEWRF). A small portion of one of the recycled water pipelines is located within the City of Solana Beach. Project Description: SEJPA proposes several recycled water pipelines extensions to serve existing land uses and relocations resulting from the development of the Caltrans North Coast Corridor Project as well as minor upgrades to SEWRF facilities. The recycled water pipeline extensions within Encinitas Ranch and Requeza Street would allow for conversion of several existing residential subdivisions and recreational trails to recycled water use. The recycled water relocations within Carol View Drive and Manchester Avenue would occur in response to the Caltrans North Coast Corridor (NCC) Project; both components are located within Caltrans ROW and within previously analyzed impact areas for the Caltrans NCC Project Environmental Impact Report/Environmental Impact Statement. SEWRF facilities upgrades would include tertiary system upgrades and water reuse storage expansion. Environmental Status: SEJPA has performed an Initial Study, which has determined that with mitigation measures, no significant environmental impacts would result from the proposed project. Therefore, a Mitigated Negative Declaration (MND) is recommended for adoption. The draft MND is available for public review from March 17, 2016 to April 18, 2016.
