Kipp Hefner, PE City of Encinitas, Engineering Division 505 South Vulcan Avenue Encinitas, CA 92024-3633 Email: KHefner@encinitasca.gov • Fax: (760) 633-2627 Project Description The Olivenhain Trunk Sewer (OTS) is a large-diameter sewer that serves thousands of homes and businesses, conveying wastewater almost 4 miles along Escondido Creek and San Elijo Lagoon to the Olivenhain Pump Station at the Manchester Avenue/I‐5 interchange. Originally constructed in 1972, the OTS is currently one of the most vulnerable components of the City’s wastewater system: a number of its manholes are deteriorating and experience significant inflow and infiltration that increases flow volumes in the line, and maintenance access along much of the line is inadequate or lacking. The potential for a failure or spill associated with the OTS is a significant concern: such an event could interrupt sanitary sewer service to a large number of residences and businesses as well as impacting water quality in some of San Diego County’s most valuable and sensitive natural habitat. To address these concerns, the proposed Project would rehabilitate more than 50 badly degraded manholes along an approximately 4-mile-long segment of the OTS within Escondido Creek and San Elijo Lagoon, remove a siphon and 3 manholes that have been evaluated as superfluous, and provide City maintenance crews with long-term access for ongoing maintenance. The proposed configuration of the new access was developed in consultation with the San Elijo Lagoon Conservancy and regulatory agencies, balancing the need to provide maintenance access with the priority on minimizing impacts to Creek and Lagoon resources. Access routes would be improved (engineered) where necessary to enable access by the City’s operations and maintenance vehicles, including the large Vac-Con equipment used for cleaning. The level of improvement would be the minimum needed to enable reliable passage in a wet environment, while preventing the development of ruts that could damage surface drainage patterns in the Creek/Lagoon corridor. Because the majority of the Project alignment is within or in close proximity to sensitive habitat, the Project would incorporate numerous precautions to avoid and reduce the potential for adverse effects on the environment and the surrounding community during construction. Additional measures, including compensation for habitat impacts, will be incorporated for the longer term under the regulatory agency and County of San Diego permits required to implement the Project. The project alignment is not located on, within, or in close proximity to any known hazardous waste site listed per Section 65962.5 of the California Government Code. Significant Environmental Impacts The Draft EIR/EA analyses the Project’s potential for impacts related to the following resources: aesthetics, air quality and greenhouse gas emissions, biological resources, jurisdictional habitat, cultural resources, paleontological resources, hazards and hazardous materials, hydrology and water quality, noise and vibration, transportation/traffic, utilities and service systems, environmental justice, and growth inducement.
