Project Description – The project is At Home in Encinitas, the City’s General Plan Housing Element Update for the housing cycle 2013–2021. The State of California mandates that all cities and counties prepare a Housing Element as part of the comprehensive General Plan. The 2013–2021 Housing Element represents the City’s effort in fulfilling the requirements under the State Housing Element law. The San Diego Association of Governments (SANDAG) Board of Directors adopted the final Regional Housing Needs Assessment (RHNA) Plan for this Housing Element cycle on October 28, 2011. The RHNA identified a housing deficit of 1,283 low and very low income housing units in the City of Encinitas, which also includes a carryover of prior housing cycle units. These are attached and multi-family housing units. The project includes an update to the 1992 Housing Element, including revised goals and policies, along with new and continuing implementation programs to ensure consistency with current State housing law. The update also integrates updated socioeconomic data, as well as other population and household characteristics to support the development of the Housing Element. To meet these future housing needs, the City has identified several potential sites to accommodate new housing within each community. These viable housing sites comprise three concept housing strategy maps, which were recommended by City Council for analysis in the EIR. Each strategy includes a description of land uses, type of development, and basic site design that could be attained. Each of the three strategy maps are studied in detail in the EIR. Once a preferred plan is adopted by the City Council (estimated in spring/summer of 2016), the Housing Element Update would be put to a public vote of the City in November 2016. In conjunction with the Housing Element Update, the City will adopt an implementation program that includes: an amendment to the General Plan Land Use Element; re-zoning of sites; Zoning Code amendments; Design Guidelines; amendments to the North 101 Corridor Specific Plan, Downtown Encinitas Specific Plan, and Cardiff Specific Plan; a Local Coastal Program amendment and the adoption of other programs necessary to implement the Housing Element. A Noise Element amendment is being processed concurrently to resolve internal inconsistencies in the element and reflect contemporary noise standards. Collectively, these actions would serve as a blueprint to accommodate future housing and provide housing-related services within the City. Significant and Anticipated Environmental Effects – Implementation of the Housing Element Update project would result in significant environmental impacts in the following areas: Aesthetics/Visual Resources, Air Quality, Biological Resources, Cultural and Paleontological Resources, Greenhouse Gas Emissions, Hazards and Hazardous Materials, Hydrology and Water Quality, Land Use, Noise, and Transportation/Traffic. CITY OF CARLSBAD NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION PROJECT NAME: CANNON ROAD SENIOR HOUSING PROJECT NO: MP 02-03(H)/SDP 15-13/SDP 15-19/CUP 15-05/MS 15-12 PROJECT LOCATION: South of Cannon Road, East of El Camino Real, at the southeast of the intersection at Wind Trail Way and Cannon Road, within the Robertson Ranch Master Plan, Planning Areas 22 and 23G (APN 168-360-16). PROJECT DESCRIPTION: The proposed Cannon Road Senior Housing project site is located within the Robertson Ranch Master Plan and is comprised of Planning Areas PA 22 (5.43 acres) and PA 23G (1.15 acres) for a total of 6.58 acres. PA 22 is a previously graded site developed with an existing Recreational Vehicle (RV) storage lot for the Robertson Ranch East and West Villages and is also approved for a 66,000 sq. ft. three-story office building under a previous permit. PA 23G is designated as Open Space for which no changes are being proposed by this development project. For PA 22, the project applicant is proposing to reconfigure the existing RV storage facility to a new location onsite and construct a new senior housing project instead of the previously approved 66,000 sq. ft. three-story office building. The senior housing project will consist of 98 senior residential apartment units divided between three (3) buildings each consisting of three-story construction. The senior apartment complex will also include a leasing office, two (2) recreation rooms, a garden courtyard, outdoor seating areas and a community pool. Site improvements will include surface parking, carports, retaining walls, site walls, fences and landscaping. Grading includes 5,500 cubic yards of excavation, 7,400 cubic yards of fill, and 1,900 cubic yards of import. No expansion of the previously graded pad is proposed beyond the boundary of the existing toe of slope. The proposed project involves a Master Plan Amendment (MP 02-03(H)), Site Development Plan (SDP 15-13), Minor Site Development Plan (SDP 15-19), Conditional Use Permit (CUP 15-05) and a Minor Subdivision (MS 15-12). Minor Subdivision No. MS 15-12 proposes to subdivide the 6.58 acre project site into three (3) parcels. Parcel A (0.55 acres) will include the reconfigured RV Storage facility for both the Robertson Ranch East and West Villages; Parcel B (4.88 acres) will include the proposed senior apartment complex; and Parcel C (1.15 acres) will remain as Open Space within the existing boundaries of PA 23G and will be held in separate ownership by the Robertson Ranch master association. No development is proposed within PA 23G. Master Plan Amendment No. MP 02-03H is proposing to 1) change the Land Use designation of PA 22 from Office (O) to the R-23 Residential (15-23 du/ac) designation consistent with the General Plan; 2) change the underlying master plan zoning for PA 22 from Office (O) to Residential Density-Multiple (RD-M) consistent with the above land use change; and 3) update the PA 22 development standards to facilitate the proposed project. Site Development Plan No. SDP 15-13 and Conditional Use Permit No. CUP 15-05 are required for the approval of the proposed senior residential use, conceptual site design and architectural elevations. Minor Site Development Plan No. SDP 15-19 is required for approval of the proposed RV storage facility conceptual site design, which will be held in separate ownership by the Robertson Ranch master association at completion. PROPOSED DETERMINATION: The City of Carlsbad has conducted an environmental review of the above described project pursuant to the Guidelines for Implementation of the California Environmental Quality Act (CEQA) and the Environmental Protection Ordinance of the City of Carlsbad. As a result of said review, the Initial study identified potentially significant effects on the environment, but (1) revisions in the project plans or proposals made by, or agreed to by, the applicant before the proposed Mitigated Negative Declaration and Initial Study are released for public review would avoid the effects or mitigate the effects to a point where clearly no significant effect on the environment would occur, and (2) there is no substantial evidence in light of the whole record before the City that the project “as revised” may have a significant effect on the environment. Therefore, a Mitigated Negative Declaration will be recommended for adoption by the City of Carlsbad City Council. SAN ELIJO JOINT POWERS AUTHORITY LEGAL NOTICE OF ENVIRONMENTAL REVIEW AND COMMENT PERIOD Public Review Period: January 8, 2016 to February 8, 2016. PROJECT NAME: San Elijo Land Outfall Replacement Project APPLICANT: San Elijo Joint Powers Authority (SEJPA) LOCATION: The project site is located in the Cardiff by the Sea community within the southern portion of the City of Encinitas west of Interstate 5. The site extends from just north of Manchester Avenue within the San Elijo Water Reclamation Facility (SEWRF), southwest across San Elijo Lagoon, and to Cardiff State Beach. DESCRIPTION: The SEJPA proposes to replace the land outfall portion of the SEWRF outfall system that extends between the SEWRF and the beach. The proposed alignment of the new land outfall would be slightly different from the existing outfall alignment in order to accommodate a trenchless construction method, horizontal direction drilling (HDD). The new pipeline would extend west approximately 80 linear feet from the existing outfall system within the existing SEWRF access road, under the access road, and across an existing flood control channel in an open trench. From there, it would turn southwestward for approximately 2,500 linear feet under Manchester Avenue, the Visitor Center parking lot, San Elijo Lagoon, railroad tracks, Coast Highway 101, and connect to the existing outfall located beneath the Cardiff State Beach. Installation of this segment of the pipe would be conducted utilizing HDD. The new pipe would tie into the existing ocean outfall pipe located approximately 15 feet below ground level at the beach. Once the new outfall is complete and operational, the existing land outfall pipeline would be dewatered, its ends would be capped, and it would be abandoned in place. ENVIRONMENTAL STATUS: The SEJPA has performed an Environmental Initial Study, which has determined that with mitigation measures, no significant environmental impacts would result from the proposed project. Therefore, a Mitigated Negative Declaration is recommended for adoption. The draft Mitigated Negative Declaration is available for public review from January 8, 2016 to February 8, 2016.
