Feller, Felien to serve on boards temporarily

OCEANSIDE — Mayor Jim Wood announced his Council member nominations to boards, commissions and committees Jan. 30. Most of the nominations were approved by City Council.

The nominations of Councilwoman Esther Sanchez for Deputy Mayor, and Wood for primary representative to the SANDAG Board and primary representative to the NCTD (North County Transit District) Board were not approved.

The vote on SANDAG Board and NCTD Board representatives will be postponed until Feb. 27.

Councilmen Jerry Kern, Gary Felien and Jack Feller voted Wood off of the SANDAG Board and NCTD Board Jan. 2. However, the ordinance that allows the Council to remove Wood and make board nominations is a few days short of its 30-day effective date. Wood said he made his SANDAG and NCTD nominations to continue things as is until the ordinance is effective.

This means first alternative Feller will be the SANDAG representative and first alternative Felien will be the NCTD representative until a nomination is approved in four weeks, unless legal action is taken to disrupt the process. There has been talk of citizens gaining signatures to recall the city charter that allowed the ordinance.

The appointment for deputy mayor will also be looked at again.

Felien suggested that the position be rotated among council members and noted that Sanchez has frequently had the appointment of deputy mayor.

“I don’t see a balance there,” he said. “Voters have spoken through the election process,” Felien said.

Feller agreed.

“You (Sanchez) run a great meeting, but in fairness we need to appoint someone else.”

Wood explained that he made his nominations after weighing council members’ “ability to deal with it and personalities.”

“I want people who can do something for us,” Wood said.
