New board for water district

ENCINITAS — At its Jan. 16 meeting, Olivenhain Municipal Water District’s board of directors assumed new officer positions for the 2013-2014 term. The board unanimously selected Larry Watt to serve as president, Christy Guerin as vice president, Edmund Sprague as treasurer, Gerald Varty as secretary and Robert Topolovac as director.Watt was originally appointed to the board in 2011 to fill the remaining portion of the previous director’s term, and was elected in November 2012 to his first full term of office. In his first year on the board, Mr. Watt has served on the Safety Committee, Ad Hoc Desalination Committee, and Ad Hoc Outreach Committee, and has represented OMWD on the American Public Works Association’s board of directors. Prior to joining OMWD, Watt was director of Public Works for the city of Encinitas, a role in which he also served as general manager of San Dieguito Water District.

Like Watt, Guerin was also appointed to the board in 2011 and won election to her first full term of office in November 2012. She previously served as the board’s treasurer. Watt will assume the president’s gavel from Edmund Sprague, who has served for the last four years as the board’s president. Sprague joined the board in 2008 and was reelected to the board in 2012.

Gerald Varty, currently serving in his first elected term of office, will continue in his role as the board’s secretary. Robert Topolovac, OMWD’s representative to the San Diego County Water Authority, also continues his existing term, and will serve the 2013-2014 term as director-at-large. Topolovac is the board’s longest-tenured director, having originally been appointed to the board in 1999.

Officer positions on OMWD’s board of directors are selected at the board’s first meeting in January of each odd-numbered year, in accordance with Section 71273 of the California Water Code.
